Tennessee Correction Release Paths
TDOC manages state felony custody and supervises parole and probation in the community. A Greene County defendant can leave the county jail for state intake and remain incarcerated. Later, parole can place the person in the community before sentence expiration after Board approval, plan approval, and required conditions. Sentence expiration can end the state term, although a detainer may cause an immediate handoff to another custodian.
Probation is ordered by a court and can begin directly or after split confinement. Parole is granted through the Tennessee Board of Parole. An inactive FOIL status usually means the person is no longer under current TDOC custody or supervision, but it does not explain a particular county release by itself. Read the record detail and obtain the proper document before naming the event.

Tennessee Correction Release Proof Requests
FOIL is the public starting point, not the full institutional file. When documentary proof is needed, identify the offender or TOMIS number and ask TDOC for the existing record that fits the question. A release authorization addresses approval and processing. A signed parole certificate addresses Board-authorized community release. The Letter of Discharge addresses sentence expiration. Requesting the exact record is more useful than asking the agency to create a narrative about when or why the person left.
TDOC records can contain protected material. Victim-notification fields and intended-residence information may be withheld or redacted, so a request should avoid personal details that are not needed to establish the custody event. State the name, identifier, date range, conviction county when known, and desired document. Ask for the lawful release date, release type, and receiving custodian if a detainer caused a transfer.
A Greene County court judgment remains important. It supplies the conviction, sentence, amendments, and jail credit that feed the state calculation. FOIL’s RED answers when parole consideration may start, while the Board decision answers what was decided. The OMS transaction and discharge documentation answer whether the event occurred. Keep each document in its role.
County records requests go to the Sheriff or clerk, not TDOC. Conversely, the Sheriff cannot certify a later state-prison discharge. Route the request to the custodian that created the record, and keep the Greene County transfer date separate from the later TDOC release date.
Search Tennessee Correction Releases in FOIL
The Felony Offender Information Lookup expressly includes people currently or formerly in TDOC custody or supervision. Search by name, TDOC ID, or State ID. A name search requires a last name and permits an optional first name, race filter, and alias search. Complete the CAPTCHA, compare identifiers, and open the correct record.

- Complete the portal challenge and compare results before selecting a person.
- Read the exact status, location, offense, sentence, hearing status, and release information shown.
- Request a release certificate, institutional record, or discharge letter when formal proof is needed.
FOIL does not cover every misdemeanor or short county booking. A person released from the Greene County Detention Center can have no TDOC record at all. Use the Greene County release search when the custody episode was only local.
TDOC Release Eligibility Is Not Release
Tennessee uses the term Release Eligibility Date, or RED. It is the date on which parole consideration can begin under the sentence calculation, not a scheduled gate date. Tenn. Code Ann. §40-35-501 makes RED dependent on the governing offense and sentence rules. Discipline can defer eligibility. Consecutive sentences, new or amended judgments, jail credit, sentence credits, detainers, Board action, and data corrections can change the calculation.
Tennessee has no single universal 85-percent rule. Ordinary range calculations and offense-date-specific 85-percent or 100-percent provisions differ. Section 40-35-501(bb), for example, requires undiminished service for listed serious offenses committed on or after July 1, 2022. Use the certified judgment, exact offense, date, and current statute rather than a generic calculator.
Tennessee Correction Release Documents
TDOC policy 511.03 names specific institutional records. Staff begin Release Checklist CR-3835 and use the OMS-generated Release Authorization CR-1947. Release transactions enter the Offender Management System as they occur, and the individual is removed from institutional count at the moment of release. These operational records are stronger evidence of actual departure than an eligibility field.
For parole, staff verify the Board certificate and the individual signs it. Copies go to the institutional file, Board central office, and supervising officer. A grant or recommendation is not itself physical release because the plan or another prerequisite can delay departure, and a pre-parole rescission can stop it.
At expiration, TDOC checks credits, detainers, notices, Board actions, all sentences, and sentencing data. The individual receives the original Letter of Discharge CR-1941, and a copy remains in the institutional file. That document is the clearest state proof of completed sentence. A detainer can still move the person into another jail or ICE custody on the same date.

The district office is at 195 Freckles Court in Johnson City, with phone 423-434-6800. TDOC says probationers should report within 48 hours after probation placement or release from split confinement. That supervision instruction does not establish the jail’s release hour.
No TDOC Prison in Greene County
No state prison is physically located in Greene County. Greene defendants sentenced to state custody can be processed through an intake facility and assigned elsewhere. The county of conviction and the current prison location are different facts. Never label a statewide institution as the Greene County jail or send a prison records request to the Sheriff.
Greene County’s Sheriff-managed jail dates to about 1997 with a stated capacity of 167, while its Workhouse dates to about 2002 with a stated capacity of 273. Those figures are capacities, not population or release counts. A move between the county buildings remains local custody; TDOC custody begins only when the receiving state record supports the transfer.

TDOC Detainers and Receiving Custody
A TDOC release can end state prison custody without returning the person to the community. Policy 511.03 addresses releases to detainers and points users to VINE when a Tennessee county receives the person. Follow the receiving jail record rather than stopping when the state location disappears. For an ICE detainer, check the immigration locator within its limited released-person window and use the published information line when needed.
A VINE alert can report location, transfer, sentence expiration, release, parole eligibility, or another custody change. Save the exact wording and the supplying agency. VINE is timely notification, but it is not a certified court disposition or discharge letter. When its status conflicts with FOIL, contact the custodian responsible for the record.
Verify a TDOC Discharge Timeline
For a disputed claim, preserve the last incarceration result, the RED and expiration information, the hearing schedule if one existed, the final Board action, the release authorization, and the OMS transaction or Letter of Discharge. A hearing schedule shows only that a proceeding was listed. The hearing officer’s recommendation is nonbinding, and Board members may adopt, change, or reject it.
Compare dates carefully and do not invent a time where only a day is displayed. Confirm identity with TDOC or State ID and other lawful details. A FOIL inactive result, old news report, or portal disappearance alone is not enough to state a release reason. Formal requests should seek the existing record and avoid unnecessary intended-residence or personal information.
